PLANNING AND ZONING COMMISSION
OCTOBER 27, 2010
A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on October 27, 2010.
The meeting was called to order at 9:27 p.m.

CALL TO ORDER
Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Travis Simpson would be voting in place of Elaine Carey, Mary Whaples would be voting in place of Kathy Salemi and would be acting secretary for the meeting. Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

MAJOR FLOOD HAZARD ~DEVELOPMENT PERMIT – Under Section 601 to allow parking lot renovations on land located at 411 Silver Lane A.K.A United Technologies Research Center.

Applicant: United Technologies Research Center – Mark Dittrich
Upon a motion by Travis Simpson, seconded by John Grottole, the Commission Voted (7-0) to Approve the above Major Flood Hazard Development Permit with the following conditions:
1. Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
2. Provide complete separate plan sets for each application and label them accordingly.
3. Provide a site plan approval block on each sheet of the plan set.
4. Provide computations demonstrating that the water holding and conveyance capacity of the flood plain will not be reduced as a result of the project.
5. On all affected sheets, graphically depict the special flood hazard area and floodway accurately and in their entirety on the sheets, limits shall match September 26, 2008 FIRM's.
6. On sheet CG-103, revise the proposed storm drainage to have a minimum slope of 0.50%.
7. On sheet CG-103, conduct testpits within the area of the proposed rain gardens and add the testpit logs to the plans.
8. On sheet CD-501, revise the notes on the reclamation details to specify in detail that where within the 100 year floodplain, existing grades are to match proposed. (ie if existing pavement is reclaimed or stone is brought in, an
equal amount is removed to accommodate the proposed pavement thickness).
9. On sheet CD-502, provide a proposed top of dam elevation for the proposed stormwater treatment unit bypass manholes and provide a detail for the basin outlet weir.

NATURAL RESOURCES REMOVAL & FILL PERMIT – Under Section 218 to allow parking lot renovations on land located at 411 Silver Lane A.K.A United Technologies Research Center.

SITE PLAN APPLICATION – 411 Silver Lane A.K.A United Technologies Research Center, Parking lot renovation to an existing research facility.

Upon a motion by John Ryan, seconded by John Grottole, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive,
incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2. Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
3. Provide complete separate plan sets for each application and label them accordingly.
4. Provide a site plan approval block on each sheet of the plan set.
5. On sheet CS-101, at the north end of "E" lot west, revise the 4' wide concrete sidewalk to consist of a wider integral concrete walk and curb.
6. On sheet CS-101, at the north end of "E" lot east, revise the sidewalk to include a concrete pedestrian ramp at the north end of the aisle and a flush curb on the west side to serve the handicap parking spaces.
7. On sheet CS-101, demonstrate on the plans that the intersection sight distance from "E" lot west is not obstructed with the installation of the 4' high decorative fence and revise the fence location if line of sight is obscured.
8 . On sheet CS-102, provide a sidewalk for pedestrians to walk from the temporary parking area to the sidewalk network.
9. On the Grading and Utilities sheets, there appear to be a number of instances where conflicts appear to exist between the proposed utilities and existing utilities. Testpits are required to locate the existing utilities. Revise and
document on the plans how each of the conflicts will be addressed; include all testpit results on the plans.
10. On the Grading and Utilities sheets, revise the plans to provide a top of frame elevation for all manholes that are to be reset.
11. On sheet CG-103, revise the proposed storm drainage to have a minimum slope of 0.50%.
12. On sheet CG-103, conduct testpits within the area of the proposed rain gardens and add the testpit logs to the plans.
13. On sheet CE-l03, provide inlet protection for the rain garden inlets.
14. On the landscaping sheets specify a minimum caliper of 3" and a minimum height of 6' for the proposed parking lot trees.
15. On sheet CD-504, provide a detail for heavy duty concrete pavement, and add a height dimension to the raised cross-walk detail.
16. On sheet CD-520, provide a proposed top of weir elevation for the proposed stormwater treatment unit bypass manholes and provide a detail for the basin outlet weir.
17. On the site plans, specify pavement sawcut and permanent pavement repair for the lighting being installed outside of the limits of the parking lot rehabilitation. Add a permanent pavement patch detail to the plans.
18. On the lighting plans, specify illumination for the proposed temporary parking area.
19. Revise the computations and redesign the storm drainage system where pipe runs contain proposed pipes that are set at a slope of less than 0.50%.
20. Site plan modification bond to be set at a future meeting.

Upon a motion by John Grottole, seconded by Paul Roczynski, the Commission Voted (7-0) to Approve the above Soil Erosion & Sediment Control Permit with the following conditions:
1. Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
2. Provide complete separate plan sets for each application and label them accordingly.
3. On sheet CG-103, revise the proposed storm drainage to have a minimum slope of 0.50%.
4. On sheet CG-103, conduct testpits within the area of the proposed rain gardens and add the testpit logs to the plans.
5. On sheet CE-103, provide inlet protection for the rain garden inlets.
6. On sheet CD-502, provide a proposed top of dam elevation for the proposed stormwater treatment unit bypass manholes and provide a detail for the basin outlet weir.
7. On the erosion control sheets, add the erosion control signature block on each sheet.

Upon a motion by Paul Roczynski, seconded by Travis Simpson, the Commission Voted (7-0) to Approve the above Major Flood Hazard Development Permit.
1. Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
2. Provide separate plan sets for each application and label them accordingly.
3. Provide a site plan approval signature block on each sheet of the plan set.
4. On sheet CS-101, add a note referencing the source mapping for the floodplain limits.
5. On sheet CS-101, add a note certifying that the map is drawn to a minimum of class A-2 survey quality per section 601.6.b of the zoning regulations.
6. On sheet SS-102, provide an approximate elevation for the finished surface of the bridge per section 601.6.b.10 of the zoning regulations.
7. On sheet SS-102, graphically depict on the details proposed lighting if lights are to be proposed along the bridge.

Upon a motion by Paul Roczynski, seconded by Tom Fitzgerald, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:
1. Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
2. Provide separate plan sets for each application and label them accordingly.
3. Provide a site plan approval signature block on each sheet of the plan set.
4. On sheet SS-102, graphically depict on the details proposed lighting if lights are to be proposed along the bridge.

PLAN OF CONSERVATION AND DEVELOPMENT GENERALIZED LAND USE MAP AMENDMENT APPLICATION- To change a designation of low density residential as depicted on the Generalized Land Use Plan to
commercial for approximately .23 acres of land known as 403 Forbes Street.
